In the 1970s, the US Congress created a favorable loan program to enlist the private market to assist with the creation of needed affordable rental housing.  The program produced about 565,000 units of subsidized housing.  Forty years later, many of the loans on these units are now coming due.   With the loans about to be repaid, owners face a choice:  keep the properties as affordable housing, destroy the buildings, or convert them into market-based rental properties.  The US Department of Housing and Urban Development (HUD) seeks to encourage current owners to maintain their units as affordable housing.  To do this, it is offering several programs to refinance or pay for upgrades to properties. 

HUD sought Cloudburst Consulting’s help in developing and implementing a communications plan to reach out to these owners.  Cloudburst, in turn, reached out to Comprehensive Learning Solutions to advise on how to incorporate adult learning principles into HUD’s training and communications tools it is developing for HUD.
